Shanghai rolls out new measures to boost debut economy

The Shanghai Municipal Commission of Commerce, Shanghai Municipal Finance Bureau, and Shanghai Customs have recently jointly issued measures to enhance the city's debut economy, adding three key initiatives to existing policies.

To attract more high-level global debut products at exhibitions held in Shanghai, the city will offer subsidies of up to 30 percent of actual expenses, capped at 500,000 yuan ($68,760), for exhibitors launching global premieres at influential consumer goods fairs. During the "First in Shanghai" campaign from March to May, the subsidy cap increases to 600,000 yuan.

Shanghai will also pilot convenient inspection procedures for imported debut consumer goods, adopting flexible assessment methods like quality assurance to expedite customs clearance.

What's more, a fast-track customs clearance mode will be implemented for non-sales imported cosmetics debuting in Shanghai, exempting them from special cosmetic registration certificates, general cosmetic filing certificates, Chinese labeling inspections, and laboratory testing.

These measures, effective from April 23, 2025, to April 30, 2029, aim to stimulate market vitality and promote high-quality development of Shanghai's debut economy.
