Shanghai's Pudong New Area continues to attract global talent with innovative initiatives

In recent years, Shanghai's Pudong New Area has been rapidly transforming into a leading hub for international talent, with a diverse range of skilled individuals from both at home and abroad coming to the area to start businesses, benefiting from the conducive living and working environment.

The total number of talents in Pudong New Area has exceeded 2 million people, with around 400,000 professionals in Shanghai's three leading industries, 350,000 in finance, and 230,000 in shipping, forming a hub of global high-end talent aggregation where innovation and creativity thrive.

In 2024, Pudong started approving the Confirmation Letter for High-Level Foreign Talents, making life easier foreign talent in Shanghai. Additionally, Pudong took the lead in piloting a green channel for recommending permanent residency for foreign high-level talent citywide. A large number of foreign talents have benefited from this system.

Pudong is making efforts to expand the talent pool for innovation and entrepreneurship. To attract and gather more outstanding talent, Pudong has introduced a series of specialized talent attraction platforms on a global scale. In 2024, Pudong fully implemented the Global Talent Program (GTP), inviting experts and professional institutions with broad international perspectives and extensive resources to act as talent matchmakers, helping Pudong identify and recommend outstanding talent from around the world.

Embracing openness and inclusiveness, Pudong is creating a talent-friendly ecosystem for living and working. Within the Pudong International Talent Hub, a pivotal comprehensive service platform, a range of public talent services have been integrated to provide "comprehensive, one-stop, tailored" services for talent.
