Shanghai's cross-border e-commerce special zone achieves large-scale operation of retail exports

A total of 147 cross-border e-commerce export packages were transported from Shanghai Qingpu Comprehensive Bonded Zone to Shanghai Pudong International Airport on Jan 8 after completing GPS transit supervision procedures at Qingpu Customs.

These packages will be transported to destinations such as Malaysia and Japan through freight flights.

The successful exportation of this batch of goods marks the first large-scale operation of the Shanghai cross-border e-commerce special zone's parcel retail export model (1210 retail export), where high-quality domestic products are sold overseas through cross-border e-commerce.

Under this model, the goods first enter the comprehensive bonded zone through the export declaration method, and are managed as bonded goods after entering the zone. 

Once overseas consumers place an order through the e-commerce platform, the company sorts and packages the goods in the bonded zone according to the order before submitting a cross-border e-commerce export list to the customs authorities.

After obtaining the release information, the goods are shipped out of the country in the form of parcels.

The large-scale operation of "1210 retail export" model helps fully utilize the "entry refund" policy in the comprehensive bonded zone, thereby activating the working capital of enterprises.

Furthermore, under regulatory compliance, there is flexibility for the circulation of retail export goods, overseas warehouse export goods, and bonded goods within the comprehensive bonded zone. 

Depending on market changes and fluctuations in logistics capacity, goods can be switched between parcels, overseas warehouses, or general trade goods when exported.
