The Global Operation Programme (GOP) Promotion Convention was held in the Waigaoqiao Free Trade Zone under the China (Shanghai) Pilot Free Trade Zone, on Dec 15. The convention aimed to further enlarge the global market and boost international trade.

The GOP, which was launched in 2020, is an important engine for Pudong to gather headquarters enterprises and boost the development of the headquarters economy.

Driven by the GOP and Pudong's favorable policies, Pudong has attracted more than $125 billion in foreign investment and set up nearly 1,000 headquarters enterprises in the past two years. According to Yang Zhao, the deputy head of Pudong, the programme has expanded the influence of Pudong enterprise clusters in the industrial chain, supply chain and value chain.

At the convention, a total of 10 favorable policies in four categories were issued, and are expected to expand the business of enterprises involved in the GOP, help them to develop into headquarters enterprises, encourage them to innovate and provide comprehensive services for them.

The GOP Research Promotion Center was also established at the convention, which was initiated by Shanghai University of Finance and Economics. The center aims to integrate resources in industry, education and research to create a theoretical system for the further development of the GOP.
