Operation Basis

City Planning Law of the People’s Republic of China, Regulations of Shanghai on Urban Planning, approved Detailed Planning on Controlling of Yangshan Bonded Port (Land Area), Technical Regulations of Shanghai on Administration of Urban Planning, and Regulations of Shanghai on Administration of Pipeline Planning

Scope of Application

Except for assignment and transfer of rights to use State-owned land, projects newly built, moved, renewed, re-built and expanded and projects for which the use nature of the land of the unit shall be changed and the reply for establishment of projects has been obtained

Required Materials

1. Application for Opinions on Selection of Site of Construction Projects in Shanghai (one paper original and electronic copy respectively)

2. Topographical Map on a scale of 1/500 or 1/1000 (1/2000 for the suburbs) (4 copies), one of which shall be indicate the intended scope of site selection in red dotted line (in pencil), while indicating the name of user and the use area. As for municipal pipelines and municipal traffic projects, it is required to indicate the start and end points and the position of the pathway point and the direction of the road and pipeline and their scope

3. The Electronic Topographical Map as provided by the municipal surveying institute or its designated agency

4. Approved suggestions on construction projects or other relevant planning documents (one photocopy)

5. In case of change of the use nature of the land due to re-building of the original site, the land and house ownership certificates shall be attached (one photocopy)

6. In case of use of the land of other units, one original of the land use related certificate shall be attached (municipal projects shall depend upon the specific situation)

7. In case of large and medium sized construction projects, the planning and site selection considerations as provided by the planning and design units with corresponding qualifications shall be attached (one original)

8. Other relevant materials to be submitted

Application Process

1. The construction unit shall buy the Topographical Map (including the Electronic Topographical Map) at a surveying unit as recognized by the Shanghai Surveying Management Office

2. The construction unit completes the Application for Opinions on Planned Selection of Site and attaches the Topographical Map, establishment approval and electronic disk, etc.

3. Review and apply by the planning and construction office
