I. Operation Basis

Customs Law of the People’s Republic of China, Customs Measures of the People’s Republic of China for Implementation of the Administrative License Law of the People’s Republic of China, Regulations on Registration Administration of Customs Declaration Units by the Customs

II. Scope of Application

In case of any change resulting from name of the enterprise and its branch, registered capital and legal representative (person in charge), the Customs declaration enterprise (cross-Customs branch) obtaining the Customs declaration registration license shall apply to obtain the items relating to change license at Customs.

III. Required Materials

1. Application for Change of Registration License of the Customs Declaration Enterprise (Cross-Customs Branch);

2. Certificate of Registration of Customs Declaration Enterprises of Customs of the People’s Republic of China (original and photocopy);

3. Business License for Legal Entity (original and photocopy);

4. Materials such as change decision (original and photocopy).

IV. Application Process

(I)The applicant may input the application information through pre-entry or by logging on the online corporate management platform of the customs via the Internet, and file an application to Customs in the place where the enterprise is registered (based on the industrial and commercial registration place), and meanwhile, submit relevant documents and materials toCustoms where the registration is made, for the purpose of review;

(II)The application and relevant materials as submitted by the Customs applicant where the registration is located; make the decision on whether it is accepted within five days after submission of the application by the applicant, and prepare and issue a decision on whether it is accepted;

(III)If the application materials are incomplete or not in conformity with the legal form, Customs shall notify the applicant of all contents to be made up or corrected;

(IV)Shanghai Customs makes the decision on whether the change of the administrative license for registration of the customs declaration enterprises (cross-Customs branches) is approved, and local Customs shall submit the administrative license to the applicant;

(V) The applicant shall, within 30 days from the day upon receiving the Decision on Approval of Change of the Registration License of Customs Declaration Enterprises (Cross-Customs Branches), submit to the Customs where the registration is made the changed Industrial and Commercial Business License or other approval documents and their photocopies, and handle the change formalities.
