Notice of the China (Shanghai) Pilot Free Trade Zone on the Filing and Registration of Self-Inspection Declaration Entity

I. Operation Basis

Regulations for the Implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection, and Provisions on the Administration of Entry-Exit Inspection And Quarantine Report

II. Scope of Application

The “units reporting for inspection by themselves” shall mean the consignees/consignors of imported and exported goods and the production, processing and operation units of imported and exported goods that handle the formalities for inspection and quarantine reporting for inspection according to the laws and regulations. The measures primarily include:

1. Domestic enterprises having the import and export operation rights

2. Consignees of imported goods or their agents

3. Manufacturers of exported goods

4. Manufacturers of transportation packages of exported goods and transportation packages of exported dangerous goods

5. Sino-Foreign joint venture, Sino-foreign cooperation and wholly foreign invested enterprises

6. Foreign (overseas) enterprises, and resident representative offices of commercial businesses in China

7. Production units engaging in separated breeding of imported and exported animals and reproduction of plants

8. Units engaging in production, processing, storage and transportation of imported and exported animals and plants

9. Units engaging in agent fumigating and disinfection of the imported and exported animals and plants and their products

10. Units engaging in storage of containers and transit packaging factory (warehouse), cleaning, hygiene and disinfection and reporting for inspection

11. Scientific and research units engaging in the import and export exchange business

12. Other inspection units

III. Required Materials

1. Application for Filing Registration of Units Reporting for Inspection by Themselves

2. Photocopy of the Industrial and Commercial Business License affixing the official seal (while submitting the originals for inspection)

3. Photocopy of the Organizational Code Certificate affixing the official seal (while submitting the originals for inspection)

4. Other relevant certificates (like: photocopy of the approval certificate of import and export operation rights, etc.)

IV. Application Process

(I) Online Application

Log on to the business website of the China electronic inspection and quarantine () to handle the application for Filing Registration of Units Reporting for Inspection by Themselves, and print the Application for Filing Registration of Units Reporting for Inspection by Themselves

(II) Field Confirmation

The applicants shall handle the site confirmation formalities by showing the introduction letter or letter of authorization and carrying the application materials.

(III) Review and Issuance of Certificate

The inspection and quarantine authority shall, within 5 working days after acceptance of the site confirmation, verify and issue the Certificate of Filing Registration of Units Reporting for Inspection by Themselves for the Entry-Exit Inspection and Quarantine to the units complying with the filing requirements.
