Measures for the Supervision and Administration of the Inspection and Quarantine of Export-Oriented Aquatic Animals

Scope of Application

Registration of the export-oriented aquatic animals farm and transit packaging factory

Required Materials

(I)Application Conditions

1. Conditions on application for export-oriented aquatic animals farm and transit packaging factory

(1) The hygiene environment around and in the factory is kept good and free of pollution sources like industrial and domestic refuse, and the layout of the aquatic products processing factory has a reasonable layout, with its division scientific and with clear identification

(2) The breeding water is in conformity with the state fishery water quality standards, and the valid report on water quality monitoring or testing as issued by the inspection and quarantine authority shall be in place.

(3) Have such facilities, equipment and materials as breeding, packaging, epidemic prevention, forage and drug storage, etc. in conformity with the inspection and quarantine requirements

(4) Have the special management systems for breeding, packaging, epidemic prevention, forage, drug storage and use, disposal of wastes and waste water, personnel management and introduction of aquatic animals, etc. in conformity with inspection and quarantine requirements

(5) Have professional technicians having the breeding and epidemic prevention knowledge, and have an employee training plan (employees shall have health certificates)

(6) The factory area and transit capability of the transit packaging factory shall be corresponding to the exported quantity.

2. Application conditions on the cultivation farm with non-opened water area and transit packaging factory for export-oriented aquatic animals used for food

(1) Conditions on export-oriented aquatic animals farm and transit packaging factory

(2)Have facilities isolating the external environment or restricting other irrelevant personnel and animals, like quarantine wall, net, fence, etc.

(3)The breeding water area of the cultivation farm shall have a certain scale. Generally, the breeding area of the cement pond shall not be less than 20Mu, and the breeding area of the soil pond shall not be less than 100Mu.

(4)The cultivation farm shall have a self-contained pond that can be used to introduce the aquatic animals. The breeding ponds shall have independent intake and discharge ducts that shall be separately set up.

3. The export-oriented aquatic animals for food shall have the conditions on the application for the cultivation farm with open water area and the transit packaging factory.

(1) Conditions on export-oriented aquatic animals farm and transit packaging factory

(2) There are no specified aquatic animals epidemic disease in the breeding, transit and packaging areas.

(3) The breeding water area of the cultivation farm shall not be less than 500Mu, and the number of net cages for net cage breeding shall not be less than 20.

4. Conditions on application for the cultivation farm and transit packaging factory for export-oriented aquatic animals for viewing

(1) Conditions on export-oriented aquatic animals farm and transit packaging factory

(2) If the factory area is located in the non-epidemic-stricken area of the aquatic animal epidemic disease, no aquatic animal epidemic disease to be reported as specified by the OIE and the Ministry of Agriculture.

(3) The cultivation farm shall have a self-contained pond that can be used to introduce aquatic animals and a seperate breeding pond that is used before export of the aquatic animals. The breeding ponds shall have independent intake and discharge ducts that shall be separately set up.

(4)Have facilities isolating the external environment or restricting other irrelevant personnel and animals, like quarantine wall, net, fence, etc.

(5) Generally, the breeding area of the cement pond shall not be less than 20Mu, and the breeding area of the soil pond shall not be less than 100Mu.

(6) The packaging water for the export-oriented fresh water aquatic animals must be in conformity with the standards for drinkable water; and the packaging water for export-oriented seawater aquatic animals must be clean, clear and effectively disinfected.

(7) The cultivation farm shall have the ability to breed and raise and keep various aquatic animals that are corresponding to the breeding scale.

(II) Application materials (in triplicate)

1. Registration Application

2. Industrial and Commercial Business License (photocopy)

3. Breeding License or Sea Area Use License (not applicable for the transit packaging factory)

4. The schematic diagram of the factory plan, and colored pictures (full view of the factory area, gate of the factory area, breeding pond and its number, drug storage, forage storage, packaging area, etc.)

5. Reporting system of hygiene and epidemic prevention and epidemic situations of aquatic animals

6. Management system of introduction of aquatic animals from the place outside the factory area

7. Management system of breeding, drug use, forage use and packaging materials

8. Water quality testing report as confirmed by the inspection and quarantine authority

9. Qualification certificate of professionals

10. Procedures for wastes and waste water

11. If the imported country or region has the clear testing requirements for aquatic animal epidemic disease, it is required to provide relevant testing report

Application Process

(I) License Procedures

1. The export-oriented aquatic animals farm and transit packaging factory shall apply for registration at the local inspection and quarantine authority, complete the Application for Registration of Inspection and Quarantine of Export-Oriented Aquatic Animals Cultivation Farm/Transit Packaging Factory, and provide the application materials.

2. The local inspection and quarantine authority shall conduct the preliminary review of the corporate information, if passed, and submit relevant materials to the animals monitoring section. The animals monitoring section shall review the application materials in a timely manner, and make its decision on whether they are accepted, and inform in writing the applicant of the same.

3. The animals monitoring section shall, after accepting the application, form a review team, and conduct the site review of the cultivation farm or transit packaging factory applied for registration, and after site review, submit the review report to the animals monitoring section.

4. The animals monitoring section shall, after receipt of the review report, register the cultivation farm and transit packaging factory that are reviewed qualified, and issue the Certificate of Registration of Inspection and Quarantine of Export-Oriented Aquatic Animals Cultivation Farm/Transit Packaging Factory.

(II) Effective Term of Certificate

The effective term of the Certificate of Registration of Inspection and Quarantine of Export-Oriented Aquatic Animals Cultivation Farm/Transit Packaging Factory shall be five years.

(III) Change of Certificate

1. Registration Certificate expires

The enterprises shall, within 30 days before expiration of the effective term of the Registration Certificate, re-file an application, and extend the effective term of the Registration Certificate according to the license procedures.

2. Change of corporate information

In case of change of the corporate name, legal representative, breeding variety and ability, etc., the export-oriented aquatic animals farm and transit packaging factory shall, within 30 days, file a written application to the animals monitoring section, complete the Registration Application for Inspection and Quarantine of Export-Oriented Aquatic Animals Cultivation Farm/Transit Packaging Factory, and submit such materials relating to such change (in triplicate).

Change of breeding variety and ability.

Submit relevant materials to the inspection and quarantine authority directly under the jurisdiction, and the animals monitoring section is responsible for review, and for organizing field review and handling the change formalities

Change of the address of the cultivation farm and transit packaging factory

Re-apply to the inspection and quarantine authority directly under the jurisdiction to handle the registration formalities

(IV) Cancellation of license

If the export-oriented aquatic animals business is not done due to various reasons, it is required to handle the cancellation formalities at the inspection and quarantine authority directly under the jurisdiction.
