Pudong completes 93 percent of key national reform tasks

Pudong New Area has accelerated reform and opening-up as the 14th Five-Year Plan (2021-25) nears its end, achieving a 93 percent implementation rate across three national strategic tasks. The area has introduced pioneering measures in institutional opening and high-standard reform.

In April, two used Volvo hydraulic pumps arrived at Volvo Construction Equipment's Shanghai remanufacturing facility, marking China's first bonded remanufacturing project outside special customs zones. The renewed pumps are being prepared for export, while four engines and two transmissions are en route to Shanghai.

Volvo plans to make 2025 a pilot year with an estimated output of 20 million yuan ($2.82 million), projecting its annual capacity to exceed 100 million yuan by 2026.

Pudong New Area continues to introduce national firsts in financial and service-sector opening, while aiming to cultivate 400 internationally-oriented companies and establish 100 overseas headquarters by the end of the 15th Five-Year Plan (2026-30).

The new Shanghai Pudong Enterprise Going Global Comprehensive Service Center brings together 11 council institutions and 72 partners to support outbound expansion. Since its launch, it has hosted 46 events and attracted companies in clean energy, agriculture, and professional services, forming an initial cluster of globally oriented enterprises.

Reforms are also advancing new quality productive forces through land, data, and business-environment innovations. Zhangjiang Science City's M0 zoning supports mixed-use industrial projects, while the Shanghai Data Exchange lists nearly 5,500 products with annual transactions exceeding 5 billion yuan.
