Pudong upgrades its 15-minute community life circle

Pudong New Area is expanding access to high-quality public services under the 14th Five-Year Plan (2021-25), increasing the 15-minute reach rate for basic services to 95.6 percent and accelerating the delivery of senior-care resources to local neighborhoods.

Last year, Pudong New Area built seven large district-level eldercare facilities, adding 5,656 new beds and raising the area's total to 36,000. These facilities are a key part of its effort to strengthen community-based eldercare.

The Shanghai Pudong New Area Shanggang Nursing Home, the biggest public basic-care facility in Pudong's riverside region with 648 beds, is among these. Residents note that the comprehensive services — including rehabilitation, checkups, and prescriptions — greatly enhance the convenience of daily care.

Pudong New Area now has Shanghai's largest elderly population, with 1.1388 million residents aged 60 and above by the end of 2024, accounting for 33.47 percent of its registered population.

To improve medical-care integration, Pudong New Area issued guidelines urging facilities with over 500 beds to set aside independent space for nursing hospitals or rehabilitation centers, allowing shared resources and easier medical access for both community-based and institutionalized seniors.

The Integrated Service Center of Shanggang Community responds to this policy with a 47,000-square-foot complex that offers senior care, health services, and cultural activities. Since opening in February 2024, it has received over 100,000 visits from residents.

Designed as an all-age flagship store, the center features 16 cultural and activity spaces and has hosted nearly 1,600 events. Pudong New Area will continue improving service upgrades during the 15th Five-Year Plan (2026-30) to enhance community life quality.
