Pudong New Area accelerated modernization during the 14th Five-Year Plan (2021-25), advancing integrated development of quality districts, modern towns, and beautiful villages. Major renovation efforts benefited about 38,600 households and enhanced housing sanitation.

Urban renewal completed street-level urban village transformations and upgraded old housing lacking sanitation, prioritizing residents' welfare and relocation support as the main goals of the program.

A cluster of cultural and commercial landmarks opened, including Shanghai Museum East, Shanghai Library East, Museum of Art Pudong, Pudong Football Stadium, and Taikoo Li Qiantan, boosting Pudong New Area's cultural infrastructure and urban appeal.

Pudong New Area released substantial land and infrastructure to support growth: approximately 239 residential and commercial plots totaling around 588 hectares, along with 407 public-interest plots of about 536 hectares for parks and public facilities.

The area completed 34.5 kilometers of new roads, 14.9 kilometers of river channels, and added about 337 hectares of green space. This expansion enhances connectivity and ecological amenities, promoting high-quality urban living and recreation.

Projects also advanced industry-city integration: regeneration points like Xiaowan Village in Tangzhen and Heqing old town added space for industry, while about 60 hectares of new industrial land were prepared to stimulate innovation and employment.

Pudong New Area reinforced community services and 15-minute neighborhood living, expanding cultural, sports and childcare facilities while increasing public cultural and park space per capita to boost residents' quality of life and elderly care.
