Pudong New Area is advancing its three leading industries — integrated circuits, biopharmaceuticals, and artificial intelligence — toward becoming world-class clusters. In 2024, the integrated circuit sector reached 294.7 billion yuan ($41.7 billion), accounting for about one-fifth of China's total.

The biopharmaceutical industry emphasizes innovation and global expansion, with nearly 2,000 pipelines in development, including over 800 class I new drugs. Since 2021, 23 domestic class I innovative drugs and 27 class III medical devices have been approved, with six class I drugs approved this year, accounting for 14 percent of national approvals.

Artificial intelligence focuses on supporting elements and integrated empowerment, bringing together more than 200 upstream and downstream enterprises in the Model Matrix Community. Twenty-eight large AI models have completed official registration, strengthening Pudong New Area's innovation ecosystem.

Zhangjiang Science City promotes technological innovation by connecting universities, talent, funding, and research institutes. Its ecosystem features 14 major scientific facilities, 13 national key laboratories, 25 municipal key laboratories, 16 universities, 50 research institutes, 17 new R&D centers, 286 foreign R&D centers, and 908 corporate R&D institutions.

Shanghai's 2024 government work report indicates that the three leading industries generated 1.8 trillion yuan, with over 43 percent contributed by strategic emerging industries. In addition, Shanghai's manufacturing quality competitiveness index has maintained the top national position for 15 consecutive years.

The AI plus Manufacturing plan intends to implement AI in key sectors over the next three years, aiming to reach 3,000 enterprises, develop 10 benchmark models, create 100 intelligent products, establish 100 demonstration scenarios, develop approximately 10 AI-enabled factories, and involve five service providers.
