Pudong is the first national pilot area for comprehensive reforms in China.
Since 2005, four rounds of Three-Year Action Plans have been developed and implemented in Pudong, covering hundreds of reforms in key areas.
The number of administrative approval items has reduced from 724 to 204, with the average turnaround time for approval from 22 to 8 working days.
The Pudong Intellectual Property Administration was founded as the first of its kind in China that integrates functions of patent, trademark and copyright administration and law enforcement.
New ways of innovative management approaches and policies were explored to support the upgrade of headquarters economy and platform economy and the development of new business sectors and models.
A series of reform efforts have been spearheaded in the business registration, including the application for business licenses before obtaining the operating permit, and the pilot initiatives to enable the separation of business license and the operating permit.
Pudong is the first district in Shanghai to have an “authority list” and a “responsibility list”, so as to ensure that the government has a limited involvement in the market while providing effective services and regulation support in a transparent, efficient and law-based manner.
