Local governments should make efforts to foster or introduce talents, should encourage companies, non-government organizations and educational institutions to cooperate in offering educational services focusing on cross border e-commerce. Qualified entrepreneurs should be encouraged to settle in the municipality’s jurisdiction, and educational institutions and training agencies should be encouraged to open entrepreneurship courses.

Local governments should build on the credit certification system and consummate the credit assessing mechanism, should enhance product quality inspection and push for a traceability system to be formed to ensure accountability of product quality issues, should expl0re and develop a product quality supervision system that include risk monitor, online spot check, and origin tracing functions to achieve interdepartmental and interregional information sharing and coordinated supervision.

Local governments should regulate cross border e-commerce companies’ business behaviors, make sure they take responsibility for quality safety, create a market environment for fair competition in which consumer rights protection organizations can fully exert their functions, and help enterprises to improve after-sale services framework and reinforce their capability in resolving consumption disputes by strengthening bilateral and multilateral cooperation.

Local governments should level up intellectual property rights protection, and grimly crack down on tort acts.

Local governments should perfect the statistical method used in the tallying of foreign trade data. All supervision authorities should be connected to a public service platform which aggregates cross border e-commerce entities, trade volumes, products information, exchange settlements, and tax rebates.
