Pudong launches three-year plan to boost global reach of digital businesses

Shanghai's Pudong New Area rolled out a three-year action plan called GDA (Global, Digital and Advancement) on Dec 22, aimed at making Pudong the top choice for digital companies looking to expand internationally.

By 2028, the plan seeks to create a seamless, efficient, and secure environment for digital businesses.

A district data bureau spokesperson emphasized that the plan will help Pudong companies move from isolated efforts to collaborative global expansion.

The GDA plan focuses on four main areas: open regulations, data management, international services, and new infrastructure development.

With 19 targeted tasks, the plan intends to nurture 500 leading digital companies and establish 50 key industry leaders within three years.

To facilitate this growth, Pudong will set up 10 service bases, 30 overseas service stations, and 20 specialized platforms, bringing together over 100 service providers to assist companies in their international expansion efforts.

A new service base has already opened in the Lujiazui Digital Intelligence Port, offering comprehensive support for digital technologies and services entering the global market.

The GDA plan is built on three core services: "Navigation, Escort, and Guidance", ensuring companies receive full support before, during, and after their expansion.

Before companies set out, the "GDA Navigation Service Map" will help them identify global market opportunities. This map is developed in collaboration with industry and academic partners, providing clear guidance on international expansion.

During expansion, a list of 50 "GDA Escort Service Providers" will ensure companies receive the necessary resources and professional services, maintained by a regular evaluation system.

Post-expansion, the "GDA Guidance Overseas Service Station" network will help companies establish and grow their presence in key international markets.

Success hinges on collaboration among market players and ecosystem partners, with several units already creating digital service platforms to help companies seize global opportunities.

Lujiazui Digital Intelligence Port has also expanded its service network by partnering with organizations like the Singapore DEPA Global Development Committee, pooling resources to enhance services for going global.
