Shanghai's Waigaoqiao Port, one of the busiest seaports in China, sees an international shipping vessel entering or exiting every half-hour on average. This bustling port not only facilitates global trade, but also showcases Shanghai's growing status as an international hub.

With the continuous expansion of China's visa-free policy, Shanghai has become a popular first stop for international tourists, including many foreign sailors. To enhance the safety and speed of crew changes and make sightseeing in Shanghai more convenient for foreign sailors, Waigaoqiao Border Inspection Station has implemented various measures. Relying on the 24/7 crew change service, the station optimizes its operation model, sets up dedicated channels, and issues temporary entry permits swiftly.

The station leverages an intelligent video surveillance system to achieve precise management of vessels in anchorage areas. The system, serving as the police's "eyes and ears," can zoom in on vessels and even faces.

Moreover, Waigaoqiao Port simplifies inspection procedures to further expedite customs clearance. For inbound ships meeting data matching and risk assessment standards, only online declaration through the "Single Window" is required, eliminating the need for on-site inspections. Over 30 percent of inbound ships in the station's jurisdiction are now eligible for this streamlined inspection model, saving over 6,000 hours in total.

Additionally, the station has digitalized its administrative licensing process, enabling applicants to apply, obtain approval, and receive permits online. This has greatly shortened the processing time for customs clearance administrative licensing.
