Pudong New Area issues plan to upgrade incubation carriers
Shanghai's Pudong New Area recently issued a plan to upgrade its incubation carriers with the aim of enhancing its ability to serve enterprises, thus optimizing the innovation ecosystem, improving the efficiency of services offered, and building world-class sci-tech platforms.
The plan proposes cultivating 10 key incubators and 100 high-end incubators with strong technologies and services and abundant resources by 2025.
At that time, Pudong is expected to have become a fertile ground for 3,000 technology-empowered companies, 700 high-tech enterprises and 200 specialized, refined, new and small enterprises as well as many "little giant" businesses — or SMEs that specialize in niche markets.
Also by 2025, Pudong will inject 10 billion yuan ($1.39 billion) into investing in incubated enterprises and build 30 public service platforms for incubation carriers as well as a number of tech bases such as workstations where technological achievements can effectively be transferred.
The plan focuses on future industries including brain science, synthetic biology, digital twins, quantum technology, nanomaterials and aerospace technology. It also guides State-owned enterprises to leverage their advantages in terms of resources to blaze new trails.
Pudong has now granted certificates to 75 open innovation centers that empower more than 2,600 small and micro enterprises.
It will support State-owned and group-funded entities to make good use of existing properties and provide more than 10 million square meters of industrial space such as factories and research and development centers.
Pudong strives to strengthen the ties between incubation carriers and characteristic industrial parks within its jurisdiction, and build at least one incubation carrier in each nearby town and characteristic industrial park.
