Shanghai Customs introduces new measures to facilitate imported consumer goods inspection
Shanghai Customs, in collaboration with the Shanghai Municipal Commission of Commerce, has recently unveiled a series of measures aimed at streamlining the inspection process for imported consumer goods, particularly those featured in Shanghai's debut economic events. These measures, which focus on imported cosmetics and clothing, mark a significant step forward in the promotion of Shanghai's debut economy.

Under the new policy, imported cosmetics that are involved in their first shows, exhibitions, or events in Shanghai and are not intended for sale will be exempt from submitting registration certificates for special cosmetics imports and filing certificates for general cosmetics imports, as well as from label inspection and laboratory testing.
Similarly, imported clothing that is used for premiere shows, exhibitions, or pilot sales in flagship stores will undergo a qualified assurance review, and samples may be exempted from laboratory testing if certain conditions are met.

Shanghai Customs conducted extensive research prior to formulating these personalized support measures for imported cosmetics and clothing. By optimizing the "enterprise service package" for the expedited clearance of imported debut products and working with relevant regulatory authorities, customs aims to further promote institutional openness and ensure that policy benefits reach market entities in a targeted manner.
