The people’s governments of all provinces, autonomous regions, and municipalities directly under the Central Government; all ministries and commissions of the State Council; and all institutions directly under the State Council:
The State Council has approved the Framework Plan for the China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as the “Framework Plan”), which is hereby issued.
Establishing the China (Shanghai) Pilot Free Trade Zone is a major decision of the CPC Central Committee and the State Council, is a major move for thoroughly implementing the spirit of the 18th National Congress of the CPC and promoting the reform and opening-up under the new situation, and is of great significance in accelerating the transformation of government functions, actively exploring innovative management modes, promoting trade and investment facilitation, and exploring new channels and accumulating new experience for the deepening of reform and expansion of opening-up on a full scale.
The Shanghai Municipal People’s Government shall organize the implementation of the Framework Plan. It shall explore the application of pre-access national treatment and a negative list management mode, deepen the administrative approval system reform, accelerate the transformation of government functions, and comprehensively improve the interim and ex post regulation. It shall expand the opening-up of the service industry, promote opening-up and innovation in the financial field, and establish a pilot free trade zone meeting international standards and featuring investment and trade facilitation, efficient and convenient regulation, and a satisfactory legal environment, so that the pilot free trade zone could become a “test field” for pushing forward reform, improving the level of an open economy, and forming replicable and widely applicable experience, and play a positive role in setting an example for and serving the whole country, and promoting co-development across the country. Other relevant authorities shall provide strong support and conduct effective coordination, cooperation, guidance, assessment, and other work.
In accordance with the Decision of the Standing Committee of the National People’s Congress on Authorizing the State Council to Temporarily Adjust the Relevant Administrative Approval Items Prescribed in Laws in the China (Shanghai) Pilot Free Trade Zone, certain provisions of relevant administrative regulations and documents of the State Council shall be temporarily adjusted. Detailed provisions on such adjustments shall be separately issued by the State Council.
The Shanghai Municipal People’s Government shall, in a timely manner, report any significant issues encountered in the implementation of the Framework Plan to the State Council for instructions.
