The Decision of the Standing Committee of the Shanghai Municipal People’s Congress on Temporarily Adjusting the Implementation of the Relevant Local Regulations of Shanghai in the China (Shanghai) Pilot Free Trade Zone, as adopted at the 8th Session of the Standing Committee of the Fourteenth Shanghai Municipal People’s Congress on September 26, 2013, is hereby issued, and shall come into force on October 1, 2013.

Decision of the Standing Committee of the Shanghai Municipal People’s Congress on Temporarily Adjusting the Implementation of the Relevant Local Regulations of Shanghai in the China (Shanghai) Pilot Free Trade Zone
(Adopted at the 8th Session of the Standing Committee of the Fourteenth Shanghai Municipal People’s Congress on September 26, 2013)
In order to accelerate the transformation of government functions, innovate the opening-up model, further explore experiences in reform and opening-up, and promote the construction of the China (Shanghai) Pilot Free Trade Zone in accordance with the law, the 8th Session of the Standing Committee of the Fourteenth Shanghai Municipal People’s Congress hereby decides as follows:
I. In accordance with the Decision of the Standing Committee of the National People’s Congress on Authorizing the State Council to Temporarily Adjust the Relevant Administrative Approval Items Prescribed in Laws in the China (Shanghai) Pilot Free Trade Zone, the implementation of the Regulations on the Approval of Foreign-Invested Enterprises in Shanghai shall be suspended in the China (Shanghai) Pilot Free Trade Zone unless the State prescribes any special administrative measures for the access of foreign investment.
Where the implementation of any laws and administrative regulations is adjusted in the China (Shanghai) Pilot Free Trade Zone, the implementation of relevant local regulations of Shanghai shall be adjusted accordingly.
II. For any discrepancies between the provisions of other relevant local regulations of Shanghai and the Framework Plan for the China (Shanghai) Pilot Free Trade Zone, the implementation of such provisions shall be adjusted.
III. The adjustments to the implementation of the aforesaid relevant local regulations shall be in force on a trial basis for a period of three years.
This Decision shall come into force on October 1, 2013.
