Attention: Shanghai Municipal Administration for Industry & Commerce:
In accordance with provisions of the Regulations of Registration Administration of Enterprise Corporations, Regulations of Company Registration Administration and Procedures for Authorized Registration Administration of Enterprises with Foreign Investment, the State Administration for Industry & Commerce has examined the conditions of your sub-bureau in the Pilot Free Trade Zone for the rights of registration administration of enterprises with foreign investment, and has decided to grant to it the rights of registration administration of enterprises with foreign investment. Notice about relevant matters is hereby given as follows:
I. Shanghai Municipal Administration for Industry & Commerce Pilot Free Trade Zone Sub-bureau has the scope of registration administration of enterprises with foreign investment as follows:
1. Enterprises with foreign investment and their branch offices set up within the jurisdiction with approval or filed with Shanghai Municipal People’s Government, China (Shanghai) Pilot Free Trade Zone Administration, as well as foreign (regional) enterprises engaged in production and operation activities with approval such as contracting projects, contracting for, or being entrusted with, operational management.
2. Being authorized for that which is subject to registration administration of the State Administration for Industry & Commerce. 
II. Shanghai Administration for Industry & Commerce Pilot Free Trade Zone Sub-bureau with such authorization shall conscientiously carry out the essence of the Opinions of State Administration for Industry & Commerce on Supporting Construction of China (Shanghai) Pilot Free Trade Zone, further deepen reforms, quicken the functional transformation, earnestly fulfill duties, promote the efficiency of registration administration and make active contributions to the construction of the Pilot Zone.
