To carry out the Suggestions of the General Administration of Quality Supervision, Inspection and Quarantine on Supporting the Construction of China (Shanghai) Pilot Free Trade Zone (SQIN [2013] No. 503), further streamline administration and delegate power, make intensive reform of the administrative examination system, meet the requirements of the construction directed to the high-standard free trade zone in the world, the General Administration is to give full support to the reform and innovation in animal and plant inspection and quarantine in the free trade zone on the principles of “being safe and efficient, scientific and orderly, exploring innovation and progressing steadily’. In respect of reform measures and working requirements for animal and plant inspection and quarantine in the free trade zone, notice is hereby given as follows:
    I. Specific Measures
1. Comprehensively implement the classified management system for entry-exit animal and plant and their products. On the basis of risk analysis, you shall exercise the risk ranking and classification management of animal and plant and their products entering and leaving the free trade zone, and determine the corresponding supervision mode according to risk level to raise the clearance efficiency.
2. Adjust scientifically the import animal and plant quarantine access system. Under the premise of risk evaluation and safety guarantee measures adopted, you are entitled to allow part of animal and plant and their products without authorized access to cross the border via the free trade zone, make international transit or to be deposited or used in the free trade zone (except for those prohibited by the State from entering). 
   3. Reform the examination and approval rules for import animal and plant quarantine. Exercise the rules of negative list for quarantine examination. We empower you to process the quarantine examination and approval of import (border-crossing) animal and plant and their products not included in the negative list (see annex) and that have got access authorized by our country. The time of quarantine examination shall be reduced to 7 working days, and as for those in need of examination and approval by the General Administration, report thereto shall be made within 3 working days from accepting the case. The validity of quarantine permit extends to 12 months; the practice of one-time examination and approval and of cancellation in batches is to be exercised.
4. Innovate in the checking mode of entry-exit animal and plant inspection and quarantine. In respect of entry-for-deep-processing animal and plant products ascertained to be of low risk by risk evaluation, the checking procedures may be properly simplified and the quarantine certificate of the export country or region is exempted from verification. As for international transit express except for living animals, the quarantine certificate of the export country or region is also exempted from verification. Based on risk analysis, random inspections of safety hygiene items are made on entry-exit animal and plant products, with no more compulsory inspection on general quality inspection items.
5. Reform the registration rules on exit animal and plant inspection and quarantine. Where the import country or region has no requirement for registration, no registration is made on principle for enterprises producing, processing or depositing animal and plant products.  
    II. Requirements for Work    
    You must attach great importance to and make an earnest study of the abovementioned reform measures, and shall, under the premise of ensured safety, formulate a specific detailed implementation plan to carry out the comprehensive and intensive reform of entry-exit animal and plant inspection and quarantine to the letter by making a first try and progress in an active, steady and orderly way and achieve real effect.
1. Actively strive for support from relevant sides. Actively strive for support from the local government, carry out supporting measures for animal and plant inspection and quarantine as soon as possible, build up an information technology platform and perfect the animal and plant epidemic monitoring and control system; strengthen communication and coordination with the customs, frontier defense and other relevant departments, building a cooperation and coordination mechanism; fix enterprise subject responsibility, give play to the role of social intermediary organizations so as to jointly promote the development of the free trade zone.
2. Strengthen the building of your own capabilities. Strengthen the building of an animal and plant inspection and quarantine contingent that meets the requirement of development of the free trade zone, and raise the level of administration by information technology; draw up and revise in a timely manner the measures for animal and plant inspection and quarantine in the free trade zone, and normalize law-enforcement activities to improve supervisory efficiency; strengthen the research on and application of animal and plant inspection and quarantine and the quarantine treatment technology, guarantee the safety of living things at the gate of our country, protect the ecological environment, and push forward the development of inspection and quarantine science.
3. Effectively sum up experience in reform. Supporting the construction and development of the free trade zone is a long-term and important work of the quality inspection system. In the course of taking a first try, you must make continuous and intensive study of the operational law of the free trade zone and the building of the animal and plant inspection and quarantine rules system, sum up the reform achievements, discover any problems in time, and provide decision-making basis for the General Administration to deepen animal and plant inspection and quarantine reform and further study and formulate reform measures for supporting the construction of the free trade zone.

Annex: Negative List for Empowering Shanghai Inspection and Quarantine Bureau to Carry out Examination and Approval of Entry (Border-crossing) Animal and Plant Quarantine in China (Shanghai) Pilot Free Trade Zone

1. Border-crossing animal; 
2. Entry animal; 
3. Entry fruit, food; 
4. Entry feed; and
5. Things prohibited by the State from entering the border: 
(1) animal and plant pathogens (including strains and poisons), pests and other nocuous living things;
(2) relevant animal and plant and their products and other quarantine items in the countries and regions with animal or plant epidemic; 
(3) animal carcass; and
(4) soil.
