Announcement of Shanghai Customs on Handling Networked Supervision Formalities by Enterprises in China (Shanghai) Pilot Free Trade Zone

To fulfill the networked supervision requirements of Enterprise in China (Shanghai) Pilot Free Trade Zone (hereinafter referred to as the “enterprises in the Zone”) and the customs, matters about enterprises in the Zone handling the networked supervision formalities are hereby announced as follows:
I. Handling conditions
1. Enterprises in the Zone registered with the customs;
2. Possessing WMS or ERP management system and necessary computer program and system maintaining capability;
3. Being able to network with the customs supervision informatization system according to the attestation mode prescribed by the customs, realizing electronic data exchange; and
4. Meeting other requirements of the customs supervision.
II. Handling procedure
To handle the customs networked supervision formalities, the enterprises in the Zone shall log onto the China electronic port data center Shanghai sub-center (hereinafter referred to as the “data sub-center”) website (URL: http://shdatacenter.eport.sh.cn). Enterprise users that have handled China electronic port enterprise IC card may select the practice of online filling and submission of the Shanghai Customs Outer Network Application System Use Registration Form (see Annex) to handle online installation/access formalities; enterprise users that have not handled China electronic port enterprise IC card shall make online filling and print the Shanghai Customs Outer Network Application System Use Registration Form, and handle the system installation /access formalities at the handling window of the data sub-center.
