Shanghai to expand LNG fuel bunkering services to Waigaoqiao
Shanghai is accelerating the green transformation of its shipping industry by expanding liquefied natural gas (LNG) fuel bunkering services to the Waigaoqiao Port Area. This initiative marks a significant step in positioning Shanghai as a leading international shipping center, offering high-standard, one-stop fuel services.

In January 2025, Shanghai conducted a trial LNG bunkering operation on the Yangtze River in the Waigaoqiao area, with another scheduled this week for a pure car and truck carrier (PCTC). As Waigaoqiao gradually transitions to routine LNG bunkering operations, Shanghai Port will achieve full LNG bunkering capabilities across all its port areas.
Since 2022, Shanghai Port has witnessed rapid growth in LNG bunkering services, with over 170 vessels refueled to date. The increasing demand for PCTC bunkering services at Waigaoqiao Haitong Wharf, an important hub for export vehicle shipments, has prompted the Shanghai Maritime Safety Administration to develop comprehensive safety protocols, including measures for simultaneous bunkering operations.
To strengthen its international competitiveness, Shanghai intends to establish a high-quality development system for modern shipping services by 2025. Additionally, in anticipation of the International Maritime Organization's (IMO) carbon pricing mechanism for ship emissions based on fuel life-cycle carbon footprints in 2027, Shanghai plans to launch an international shipping carbon footprint labeling association in April 2025 to develop China's certification system for sustainable fuels.
