Shanghai aims to nurture more talents

Shanghai Bureau of Human Resources and Social Securities signed an agreement with Pudong government on Jan 19, to attract more talents.

The initiative is vital for the development of the Zhangjiang, Pudong and Free Trade Zone, in that it will create a favorable environment for scientific innovations.

The new memorandum covers 11 aspects related to the development of talents, such as the system, procedures and environment. The following six items are the most important factors.

First, the memorandum is dedicated to improving the system of nurturing high-end talents. 

Second, it will simplify the procedures, materials and requirements in employing foreign experts.

Third, it will focus on constructing a comprehensive national science center in Zhangjiang, where different scientific institutes can cooperate with each other and more talents can conduct research work more conveniently.

Fourth, it will empower the Pudong area to examine and approve the permit of the foreign capital human resources service.

Fifth, it will facilitate the recruitment of foreign talents, provide them with more opportunities to travel overseas to undergo trainings, and construct a base for the development of more talents.

Sixth, in order to ensure the life quality of the talents, more high-quality housing will be provided for the talents.

All the above-mentioned approaches aim to advance the construction of Free Trade Zone and Center for Scientific Innovation in Shanghai.
