With a detailed development plan and a set of 20 supportive policies, Waigaoqiao Bonded Area aims to develop its cruise industry, and will strive to develop it into a cruise cluster. 

The area lies at the estuary of the Yangtze River. It covers two special customs areas totaling 11.03 square kilometers—the Shanghai Waigaoqiao Free Trade Zone and the Shanghai Waigaoqiao Free Trade Logistics Park. These areas are engaged in fields such as international trade, modern and cross-border logistics, and financial services.

The plan states that by 2025, a world-class comprehensive cruise production and assembly base will be initially shaped in Waigaoqiao area. The base will then be able to explore China's cruise market, as well as other markets across the Asia-Pacific region, creating a globally influential cruise industry cluster.

Plans are for Waigaoqiao's global cruise industry cluster to also feature a complete support system, a high-end manufacturing sector, and various consumption resources by 2035.
